There are two threads here. This information is primarily from Annenberg, p. 208.
In 1878, Miller & Richard (Scotland) had a San Francisco branch headed by John J. Palmer. It is not clear from Annenberg whether or not they manufactured type; for at least the display sizes they did not. This branch was sold to Palmer and Valentine J. A. Rey in 1882.
Separately, in 1874 Nelson Hawks established the "The Pacific Type Foundry," a San Francisco branch of Marder, Luse (not to be confused with the Pacific States Type Foundry later founded by Hawks). In 1884 Hawks sold the Pacific Type Foundry to Palmer & Rey. He remained with Palmer & Rey "for two years." Merged into American Type Founders at its amalgamation in 1892. {Annenberg 208}
