This is an advertisement for Elgin watches. It appeared in The Masonic Manual and St. Louis Guide, edited by C. H. Cushing and published by the "Masonic Manual and St. Louis Guide" company in St. Louis, Missouri, in 1886. This has been digitized by the Library of Congress and is available via The Internet Archive at: https://archive.org/details/masonicmanualstl00cush/ . It is in the public domain.
The combination of a technical subject (watches) with the image of Father Time seemed appropriate for this archive of older and somewhat lost technical items.
