Range 16: "NBS"

As [Wolcott & Hilsenrath 1976] discuss, the US NBS added several glyphs to the Hershey repertory in order to accomodate their needs. All but one of these fall in the range of glyph numbers from 238 to 284 (the other, a cent sign, is at glyph number 910). The glyphs in the main NBS range are themselves "Duplex, Normal, Taper1, Roman" in the terminology adopted here, even though they appear in unused glyph number space between the "Cartographic" glyphs and the "Uniplex Normal" glyphs. (The last "Cartographic" glyph number is 237, just one prior to the NBS range. The next glyph number used by Hershey is 501, which begins the "Normal" height glyphs on a nice round number. The NBS range is therefore most logically part of the "Cartographic" sequence.) To resolve this, I'll simply consider them as their own range and separate it out from the others. Here it is.
