Rich Hopkins, in "Studying the Bulmer Design," American Typecasting Fellowship Newsletter, No. 34 (May, 2010): 17 confirms that Monsen did in fact make matrices (he has some).
A specimen for Companion Old Style as cast by Twin Quills Press suggests that matrices for that face cut by Goudy himself were in the possession of Monsen. These matrices were acquired by Twin Quills.
